Brian Cullinan, P.E.,AICP, Project Engineer

Brian Cullinan has over seven years of site/civil design, resiliency planning, and environmental permitting experience and joined Fort Point Associates in 2021. Since joining the firm, Brian has been supporting public entities on stormwater management and compliance in addition to local and state environmental permitting, stakeholder and design coordination, and strategic planning of flood resilience projects. His experience at FPA also includes consulting private clients on local, state, and federal environmental permitting and compliance. He supports a wide range of land development and public utility infrastructure improvement programs. His skills include site grading, drainage and utility designs, grant writing, resiliency planning, and developing permitting applications. Mr. Cullinan is proficient at Civil3D, HydroCAD, and ArcGIS.

Most recently, Brian has been a senior team member for the Beverly Hazard Mitigation Plan Update, which includes leading resiliency planning, hazard analysis, and stakeholder engagement, as well as the Mystic River Harborwalk Extension Design and Charlestown Pumping Station Feasibility Study, which involves data collection, stakeholder/design coordination, and conceptual design. His recent experience also includes supporting the Island End River Flood Resilience Project, championing conceptual flood resilience planning, design/stakeholder coordination, environmental analysis and permitting applications, and project implementation, as well as the Beverly Lynch Park Coastal, Community, and Historic Assets Resilient Design Project, supporting conceptual flood resilience planning, community outreach, and stormwater management/design.

Prior to joining FPA, Mr. Cullinan worked at several engineering consulting firms where he gained experience in a wide variety of projects, focusing on site/civil engineering, land development, resiliency planning, and stormwater management. He also has experience in land surveying, transportation engineering, and construction administration. Mr. Cullinan holds a Bachelor of Science in Civil Engineering with a minor in Sustainability Studies from Villanova University. He is an active member of the Environmental Business Council of New England (EBCNE) Ascending Professionals Committee and the Massachusetts Chapter of the American Planning Association (APA). He is licensed as a Professional Engineer in Massachusetts and as a member of the American Institute of Certified Planners (AICP).
