North Shore Community Development Coalition (NSCDC) and North Shore Community Health (NSCH) have proposed to activate seven parcels between The Point and Downtown Salem neighborhoods along the South River in Salem for a mixed-use redevelopment project called “El Centro.” The redevelopment proposes to construct two buildings, including one building on Lafayette Street for health care, urgent care, residential, and commercial uses. A building on Peabody Street will include residential and community uses. The project proposes to revitalize a portion of the Salem Harborwalk through new landscaping and green space with rain and pollinator gardens, an interactive sculpture garden, and seating and performance areas.
NSCDC retained FPA to assist with the federal NEPA environmental review process, and to manage the state’s MEPA process, Chapter 91 waterways licensing, and Salem Conservation Commission approvals.
