The Town of Littleton retained FPA as a result of a Request for Proposals seeking consultants to develop new zoning regulations, propose models for the Town Common revitalization, and provide economic analysis of the impacts of revitalization. FPA, together with Utile and the UMass Donahue Institute, created a hundred-page Revitalization Roadmap based on the town’s existing conditions and priorities. In order to draft the plan, FPA participated in regular town meetings and led a public workshop and open house to gather community input on its vision for the downtown area. As a result of the Revitalization Roadmap for the downtown Common, Littleton chose to move forward with developing a Form-Based Code. Once adopted, the code will be one of the only such examples in the Commonwealth of Massachusetts.
