FPA Inc. was retained by International Airport Centers, a national developer of intermodal cargo facilities, to assist in the development of their 400,000 square foot cargo center located on Massport property in South Boston, MA. The project served an expanding need for freight distribution facilities serving air, sea, rail, and truck cargoes. FPA was the local project planner for the $35 million combined office and warehouse facility to be located on a 10-acre waterfront site.
FPA provided interagency coordination with city, state, and Massport agencies, facilitated outreach to community and advocacy groups, and gained development approvals for the project at a time of intense public scrutiny of development projects in the South Boston Seaport District. FPA designed an innovative fast-track approval strategy for the potentially problematic MEPA, Chapter 91 tidelands regulations, Boston Planning & Development Agency, and community review processes.
